Russian Defence Minister, Army General Sergei Shoigu, admits the possibility of private investment in the construction and operation of production and logistics centers (PLC) in the interests of the military establishment to reduce the burden on the federal budget.
“In order to reduce the burden on the federal budget during the construction and operation of production and logistics facilities worked out the issue of attracting private investment, “- said the Minister of Defence at a retreat in the suburban Naro-Fominsk on the establishment of the PLC in the interests of the Defense Ministry.

He said that as part of this pilot project “is expected not only infrastructure, but also the introduction of automated accounting of material resources with the use of modern technologies.”
The Minister of Defence invited the meeting to consider what has been done in this area and discuss the progress of construction of the PLC “Nara”.
According to the press service of the Russian Defense Ministry, 24 PLC will be built until 2020 of the year. These complexes are equipped with advanced technologies accounting and processing of goods “form the Ministry of Defence unified logistics system inventories and technical means”.
The press service specified that currently completing the construction of the first phase of the PLC “Nara “including administrative complex, the laboratory of fuels and lubricants and propellants, different stores, tents, mobile shelters for equipment, engineering and communication networks. The department noted that in addition to the content of stocks on the territory of the PLC “Nara” provides for the construction of production facilities, in particular, a workshop for maintenance of small arms stations for charging batteries, located in storage technology, management and conservation reconservation military equipment and plant maintenance and repair of clothing property. It is also planned to build a production building maintenance and repair of wheeled and tracked vehicles. It is expected that the annual turnover of the PLC “Nara” will be more than 130 thousand tons.

The ministry informed that in the current year is planned to start construction of three PLCs in the Southern, Central and Eastern military districts – one complex each (Armavir , Novosibirsk and Vanino) and also noted that in addition to construction readiness facilities in the PLC released and disposed of obsolete and outdated facilities and warehouses, which can significantly reduce the financial cost of raising them.
To date, Russian army has about 400 mentally and physically obsolete warehouses of fuels and lubricants, food, clothing, and other depots, which require the demolition and liquidation, are summarized in the Defense Ministry.
