Tula region in Russia belongs to the best: in 2014, its economy grew by 5.1% against the national average of 0.6%. The outlook on the long-term IDR and National Long-term rating – «Stable».
The decision reflects a moderate direct risk Tula region, acceptable operating performance with a positive current balance and a diversified tax base, the agency reported. Fitch expects the region will demonstrate stable budgetary performance in the medium term (the operating balance at about 10% of operating income). The budget deficit before debt variation region in the years 2015-2017 will be about 3-5% of total revenues in the year, the agency predicts: to restrain the deficit will limit capital expenditures and measures to improve cost efficiency.
