The President congratulated them on the Day of the Constitution of the past and noted the important role played by the Constitutional Court in the protection of citizens’ rights. In this regard, the Head of State drew attention to the recently adopted federal law that gives the COP the right not to carry out the decisions of the European Court in Strasbourg if it is inconsistent with the Basic Law of Russia.

“A very important thing – the decision of legislators Russia on the right of the Constitutional Court to make appropriate decisions about the activities of the ECHR, in the part relating to Russia, the Russian legislation. This is an extremely important thing, we all know that there is nothing we new is invented, many European countries are in fact in the same way “, – Putin said.

In turn, the head of the Constitutional Court Valery Zorkin stressed that all the problems that may arise in the relations with the European Court Human Rights, – the Russian side intends to solve through dialogue. He explained in detail the essence of the new powers granted to the COP.

“I think people who comment sometimes, just do not read this decree. After the Constitutional Court say? We can tell how enforceable in parts of the decree when, for example, the Constitution and based on it legislation better protect the rights of citizens. That is ejected and taken so only: The Constitutional Court went against Europe, crossed all in Europe, and so on. It is clear that obviously we can not say if the Strasbourg takes a decision running counter with the Constitution. But this is not surprising. Why Germany can say can say Italy, the United Kingdom, France? Once said Russia – all immediately said: closed traffic to Strasbourg, I do not see here any problem, nothing worried people. Here I think so, “- said Valery Zorkin.
